Sir S Y Chung wrote on behalf of the Unofficial Members of the Executive and Legislative Councils to the Secretary of State on 27 February.
An answer to the letter has, as you know, been delayed by your own visit to London and subsequent developments. Nevertheless, the letter requires a reply and there would be some advantage in one issuing before the Secretary of State meets UMELCO on 31 March. I should be grateful, therefore, if, unless you see any objection, you would arrange for the enclosed letter to be delivered to Sir S Y Chung.
