Hong Kong's difficulty in accepting change to citizenship
Wanted to retain clear link with UK, preferably an explicit
mention of the UK. This was rejected although at their request the
third category of 'Citizenship of the British Dependent Territorios'
was conceded. The Unofficials recently proposed to the Home
Secretary that they should have a title such as 'British Citizen
of Hong Kong' or British (Hong Kong) Citizen'. Home Secretary has
ruled out these titles and will rule out others that have
similarities with British Citizenship,

Hong Kong have recently shown attraction for prefix 'British
National' in connection with citizenships eg 'British National :
Citizen of Hong Kong'.

This prefix would not be acceptable to the Home Office in
any formulation, eg 'British National: Hong Kong Citizen' or
'British National: CBDT(Hong Kong)' The term 'national' is an
international law term and that it is undesirable to introduce it
into municipal law. If Hong Kong ask the Secretary of State to
support this prefix, advisable to say that it involves questions
of international law which he cannot discuss. Home Secretary has
fully considered the question of nomenclature. No prospect of any
change.
