BRITISH NATIONALITY BILL:. GOVERNMENT AMENDMENTS
I enclose, as requested, a draft letter for Mr Raison to send to Mr Hattersley, and other members of Standing Committee F, setting out the details of the Government amendments and covering a note on the new clause (this follows the draft circulated under cover of Mr Addison's 174 note to Mr Boys Smith of 24 March). Mr Addison has agreed the draft.
Mr Raison will wish to note in particular that we have suggested that the new clause should be taken in its proper order (see last sentence of penultimate paragraph). If Mr Raison does not wish to decide this now, the sentence can be omitted, though he may think that it would be useful to make this undertaking now.

The dispatch of this letter will need to be carefully timed. It cannot be sent until FCO Ministers have given their blessing to the amendments and in the light of that Parliamentary Section have confirmed that the amendments have been put down and will appear on the Order Paper for 26 March.
3. Mr Raison may wish to consider the possibility of a press release. A possible draft is attached for discussion with S of S's office and PRB. If it is decided to issue a press release, then the dispatch of the letter to Mr Hattersley and members of the Standing Committee will need to be coordinated with this, so that Committee members do not hear of the Government amendments from the Press before they receive the letter.

4. It will of course be necessary for Mr Raison to speak on the amend- ment to leave out Clause 7, when the Committee reaches this clause. draft speaking note is attached for this purpose.
