I have agreed the draft record, discussed it with Mr Clift and arranged that Hong Kong Department have it produced in final form and distributed. Mr Clift has been in touch with Mr Jones.

2. I have also asked Mr Clift to concert with Mr Jones the idea of putting a marker down with the Home Office that there should be no further consideration given to the sending of a letter to Hong Kong until after Lord Carrington's return from his Far East tour.

3. You will wish fairly soon after your return to reinforce this personally with Home Office officials. The crux of the matter is that if the Home Office insist on sending a letter in some form to Sir Murray MacLehose, the text must be cleared in advance with Hong Kong & General Department.
