Attached is an extract from the speaking note provided by the Home Office for Mr Raison's opening speech on the new clause. This extract deals solely with the effect of the discretionary provision relating to Crown Servants and near Crown Servants in a dependency. I have told Mr Addison, after consulting HK&GD, that this is satisfactory.
2. I have circulated separately a draft of Notes for Supplementaries relating to this clause. I will produce a final version in the
light of any comments from the Home Office and HK&GD.
