The Governor, during his call be Mr Lulce" "tended" thought to consider the formalisation of the administrative concessions to be of comparatively minor importance and certainly on my own visit to Gibraltar I found little evidence of either much clear knowledge of the concession (it being assumed by most people that they were freely let into the UK by virtue of the fact that they had British passports: an erroneous impression perhaps but understandable) or of much concern about it. What they want is straightforward British Citizenship. Any alternative is likely to be regarded with the same amount of sourness and suspicion. Provided they can continue to enter the UK freely I suspect that it will not make much odds to them if they get a free-standing concession or one based on an EC connection.
