Schedule 1, paragraph 1(1) (a) (ii), line 21, delete "under the Government of the United Kingdom".
Schedule 1, paragraph 1, line 46, delete "under the Government of the United Kingdom".
Schedule 1, paragraph 2, line 24, add following new sub-paragraph:
treat the applicant as fulfilling the requirements of paragraph 1(1) (d) (ii) and (3) as regards Crown service if he is performing or has performed any duties or functions for the Government of the United Kingdom or of any dependent territory."
The deep concern of the broad mass of Hong Kong belongers would, obviously, not be met by such amendments and I recognise that there is no real possibility of helping them in the present Bill. I suspect that probably the best that might be done is to offer an undertaking that in any consideration of application for naturalisation, the Home Secretary, in the exercise of his discretion, will take due account of cases where the applicant is a citizen of the British Dependent Territories.
