1. I attach a copy of a letter from Mr Whitney MP to Mr Luce following his visit with Mr Lyons to Hong Kong.

2. The proposals by Mr Whitney are broadly Hong Kong's 'maximum' requests without the suggestion of action within the Nationality Bill to deal with CBDTS. It should therefore be a useful support for our talks with the Home Office. A copy has gone to Mr Raison.

3. I think there may be a mistake in Proposal 1 in Mr Whitney's letter. I do not understand why he excludes Unofficials. is seeing Mr Whitney today and will aks him about this.
4. When I saw Mr Ford today, he mentioned also the discussions by Sir Anthony Royle who is visiting Hong Kong. Hong Kong were asking Mr Ford's advice on what line Sir Anthony should take. We thought that it might be best for Sir Anthony to hold his fire with Home office Ministers until after the first round of official talks. If we then seemed to be getting somewhere on the idea of an additional discretionary sub-clause in Schedule 1, Sir Anthony might usefully push this idea with Mr Whitelaw.
