In particular, we must reassure the Home Office about the

numbers involved.

The proposed line therefore starts by explaining Hong

Kong's maximum demands in order to demonstrate that we are

representing their position fully. It then moves to various

fall-back proposals involving amendment to Schedule 1 of the Bill.

It will be difficult even to achieve these diluted proposals.

We may have to fall-back on generalised assurances, in particular

for CBDTs, but possibly also for Crown Servants and Unofficials

as well. But we should try as hard as possible to get amendments

to the Bill.
