1. At yesterday's meeting, Home Officials undertook to study Hong Kong's proposed amendments; it was agreed to meet again on Wednesday, 4 March.
2. In the meantime, we should give Hong Kong the flavour of our initial contact with the Home Office and give the Governor a further opportunity to comment on the problem of presentation of any Hong Kong amendments in Committee, and to say whether, as we expect, there are any further amendments which Hong Kong would like to propose.

A 3. I attach a draft telegram, in reply to Hong Kong Telegram No 192,
with which NTD agree. I have cleared in principle with Private Office a call on the Secretary of State by the Governor on 10 or 12 March. I shall submit on the visit once we have the Governor's confirmation that he definitely wants to come to London. We have already warned Home Office officials of the likelihood of this.
4. NTD think it would be appropriate to remind the Governor of the political realities of the situation here. I am sure he is fully aware of these but he may welcome a reiteration of the facts in order to strengthen his hand in EXCO. I have, therefore, inserted a paragraph to this effect at the end of the draft telegram.
