In his minute of 23 February, commenting on the draft paper requested by Mr Luce, Mr Clift suggested, in para 3 of his minute, a lone that might be taken by Ministers to explain publicly why they could not endorse suggestions for separate citizenships for each dependency. For the purposes of that paper it was not necessary to pursue the question of the line to take, and the paper has now gone forward. The purpose of this minute is to record that SED told me that they did not agree with that line: because it might be taken to apply to Gibraltar/Spain, and this would be misleading. A line will have to be agreed fairly soon, I suggest that HK&GD and SED discuss what that line should be before any attempt to made to clear it with Hong Kong.
