Summary of Previous Discussions on the
Nomenclature for Hong Kong-based CUKCS
In October 1979, the question of possible nomenclatures for Hong Kong-based Citizens of the United Kingdom and Colonies (CUKCS) was considered by Executive Council and subsequently by UMELCO. The Secretary of State was advised of Members' preferences.

In January 1980, the Foreign and Commonwealth Office counter- proposed several possible titles. Executive Council's advice was again sought and their views conveyed to the FCO.

Executive Council's preferences and dislikes, and the Home Office's views on them, can be summarised as follows:

Open to misunderstanding. Is inaccurate and mis- leading and unacceptable to Ministers.
Retention of the term "British Subject" not acceptable to Ministers because it is out of date and no longer needed for common status purposes.
