The Governor has asked me to send to you the enclosed copy of an Executive Council Memorandum on the above subject which was discussed by Council this morning.

We are doing this because of the time factor. We wanted you to see the proposed amendments in Annex B to Annex I as soon as possible.

In order to save time and a lot of telegrams, we are also enclosing the covering paper. This explains the reasons which were advanced by officials in relation to the amendments. The paper was however written from Hong Kong's point of view and there are some comments in it which we would not wish to be circulated. However, in the time available we have not been able to amend the paper. We would therefore be most grateful if you would be kind enough to ensure that the ExCo paper itself is not circulated, in particular, to the Home Office.
By the time you receive this letter you will already have had telegrams referring to the enclosure.
