In the reply which we shall need to send to the Governor after our meeting with the Home Office, I think we should draw his attention to the briefing he has already had on some of the points or (perhaps more helpfully) explain that the (few and very minor) 'rights' which it might be argued have been adversely affected are either purely symbolic points (eg right of abode and naturalisation) or are changes which do not only affect Hong Kong (eg non-British wives married to British men).
3. Sir M MacLehose I think needs some clear useable answers to some of these points as well as information about where we are getting to with the Home Office in obtaining concessions.
