Separate Citizenship for Dependent Territories
4. Have decided that there should be one citizenship for
Dependent Territories.
But would pursue idea of provision for
them to have separate citizenship in the future if they wish.
Hope this presents no problem for Hong Kong.
Future Action
5. Intend to have early meeting with Home Secretary to
explore with him how far we can go. Will let you know before
visit to Hong Kong where we stand.
HMG's Commitment to Hong Kong

Whatever is agreed, Ministers will take every opportunity
to reaffirm HMG's commitment to Hong Kong. Own visit will provide
opportunity to do so.
Common Format Passports
7. Regret new potential irritant. Pace being forced by EC
partners on new Common format passport. Dutch anxious to announce
on 23 March before end of their Presidency. Realise will be
viewed with suspicion in Hong Kong, but if it is decided to go
ahead, hope you can convince Unofficials it is totally unrelated
to Nationality Bill and introduction is some years away.
to change CBDT passport if dependencies want it to be something
close to Common format. Will, of course, provide you with
guidance in advance of any public announcement.
