be made to the Bill to give CBDTS an entitlement to register as British citizens after five years' residence in the UK without any further requirements having to be met. The proposed amendment is set out at Annex B.

From Hong

Such an amendment would in no way be inconsistent with the basic principle that British citizenship should be acquired only by those with a close personal connection with the UK. Kong's point of view, the process of registration is in itself already a derogation from the present rights of Hong Kong CUKCS who may wish to establish residence in the UK, but it is a derogation which people here may be prepared to accept as a procedural necessity. The discretionary process of naturalisation, a procedure commonly applied to aliens, would on the other hand not be acceptable in any circumstances.

Under existing legislation a woman who has at any time been married to a CUKC is entitled on application to be registered herself as a CUKC. Under the Bill the only way in which a woman can acquire the citizenship of her husband (apart from transitional provisions) is by naturalisation. This will mean that:

(a) the marriage must be subsisting at the date of

application rather than at any time, thus having important implications for widows and divorcees, as well as their children;

a three year residential qualification has been imposed,
