Mr Morrice's submission of 6 March. Sir Murray MacLehose
had a meeting with Sir E Youde on 9 March at which tactics with
the Home Office were discussed.

The Governor has come with a strong brief from the Executive
Council to put Hong Kong's concerns firmly to Mr Whitelaw.

These,
and Hong Kong's maximum requirements are contained in the attached
Memorandum. They include the demand for British Citizenship for
those at present Hong Kong-based Citizens of the United Kingdom
and Colonies.

The Governor accepts, however, that this is an opening position
and that if he is to ask the Home Secretary to consider precise
amendments he will have to be more limited in his demands. He
therefore proposes to ask Mr Whitelaw to agree that officials should
discuss amendments on the lines of the attach note. These accord
with the line in paragraph 3 of the Points to Make in the brief,
with the addition of a request for easier access to Citizenship
for wives of British Citizens.
4. Sir Murray will probably ask for Lord Carrington's endorsement
of such an approach to Mr Whitelaw. It is a realistic one and I
suggest that the Secretary of State should give it his blessing.
