The Nationality Bill will be presented to Parliament
together with on 14 January. A copy of the Bill accompanying explanatory memorandum will be sent to all career posts.

2. The citizenship provisions of the Bill as presented are essentially the same as outlined in the White Paper. You should not seek publicity in the media unless there
are special local circumstances which require it. The guidance given in my Guidance telegram No 81 except the
last sentence of paragraph 5 and all after 'CBDT' in the
final sentence of paragraph 8) applies equally to the
nationality Bill.

The question of right of abode in the dependent territories for CBDTS is an immigration matter. The dependent territories do not have a collective immigration law.
