Visa and Entry Certificate Requirements (your paragraphs 14 and 15)

We are pursuing with the Home Office, UMELCO's request to the Governor that the period of validity of entry certificates be doubled. Strictly speaking, it is not correct to refer to 'visa restraints' since these certificates are not compulsory. They simply reduce the likelihood of entry being refused on arrival at a UK port and enable someone with such a certificate, who is refused entry, to remain while any appeal he makes is heard. They are designed to help business not to impede it.

We should, of course, be glad to consider any requests you make about persuading other countries to remove their visa requirements. As you may know, we have recently made a renewed approach to Austria on Hong Kong's behalf.
