Children of Businessmen (Citizenship of the British Dependent Territories (CBDT) (Your paragraph 6)

There is a provision under which children born overseas of a parent who is a citizen of the British Dependent Territories otherwise than by birth and who is employed with a business or certain other types of organisation based in a Dependent Territory will acquire citizenship of the British Dependent Territories subject to certain requirements being met. And in any event children of Hong Kong people posted overseas temporarily will be entitled to be registered as CBDTS when they return to, and have been resident in, Hong Kong for 3 years with their parents.

Crown Service (CBDT) (Your paragraph 7)

We confirm Citizenship of the British Dependent Territories will be granted by Birth to a child whose father or mother is employed in Crown Service by the Government of Hong Kong and who is born outside Hong Kong because the parent is posted overseas.

Registration of Minors (your paragraph 8)

The Bill provides that a child must be resident with both parents for 3 years before it will be entitled to registration. excludes the child sent to a dependency for education or who is otherwise residing there with only one parent, the other parent being still living, but if a particular case merited exceptional treatment, it would be open to the Governor to exercise his discretionary powers under a different section of the Bill.

Crown Servant for the Purposes of British Citizenship (your paragraph 9)

The definition of a Crown Servant will be limited to those in service under HMG in the United Kingdom and recruited in the United Kingdom. There is a provision by which the Home Secretary can equate othe Service with Crown Service for this purpose, and he plans to do so for HMOCS. There is scope under the 'businessmens' provisions for the children of other expatriates working for Dependent Territories to acquire British citizenship.

Local Administrative Officers (your paragraphs 10 and 11)

I have only just seen the Governor's letter of 30 December 1980 to Alan Donald on this subject. I can confirm that the statement in Paragraph 70 of the White Paper is reflected in the Bill. We will, however, have to look very carefully at the proposals in the Governor's letter. We will reply separately on these.

Expatriate British Citizens (your paragraph 12)

The children of expatriate British citizens referred to will be considered under a provision corresponding to that discussed in paragraph 5 above. The provision as drafted may not, however, cover all cases. We are looking at this.
