Group, has put to Mr Whitelaw the suggestion that the latter might receive a small deputation of Hong Kong Unofficials of the Executive and Legislative Councils, accompanied by Sir Paul, in order to put their point of view on the proposed Nationality Bill. Mr Whitelaw has apparently agreed in principle.

Sir Paul is now trying to fix up the details with Sir S Y Chung, the Senior Unofficial, who will in any case be visiting London in early February. It is not know yet whether Sir S Y will wish to take up the offer or who would accompany him, but I would expect him to agree.
3. Mr Ford has discussed the proposal on the telephone with Mr Davies, the Hong Kong Secretary for Security, who has mentioned it to the Governor. The Hong Kong Government would not be involved in representations by Unofficials. In their view such an approach would be mainly a public relations exercise in order to emphasise the concern of the people in Hong Kong at the trend of British immigration and citizenship policy since 1962.
4. I do not know what Sir S Y Chung's other plans are but I suggest that it would in any case be much appreciated if Mr Blaker would see him. He is proving a success as Senior Unofficial. If Mr Blaker agrees, we will arrange a date with his Private Office.
