INTERVIEW WITH ME RAISON FOR HONG KONG TVB
Mr Raison is to give a television interview on Tuesday, 3rd February at 10.00 am which will be relayed on the Hong Kong station TVB. The subject will be the effect of the nationality proposals on Hong Kong. The Foreign and Commonwealth Office are in favour of Mr Raison appearing and I have discussed with Dick Clift (FCO) the line Mr Raison might wish to take. He made the following suggestions:

That Mr Raison's attitude should be to encourage and reassure Hong Kong; to stress that the proposals are not directed particularly at Hong Kong and to reaffirm the Home Secretary's assurance that the proposed legislation is in no way intended to weaken our links with Hong Kong to which we attach great importance.
The fact that the design of passports of the dependent territories will be substantially unchanged could usefully be stressed. (I have asked for briefing from the FCO on Sir Paul Bryan's specific point that the passport should bear the title British (Hong Kong) Citizen).
The assurance in Mr Raison's winding up speech that the terms of schedule 1 of the Bill will be looked at in Committee should be repeated.
Subject to your views I do not propose to ask for any other specific briefing.
