PS/Mr Hurd was not very happy with our proposed reply to the attached PQ. I have now agreed with him and with Mr Paterson the following:
The suggestion was made by my honourable Friend the Member for Howden on 28 January. The term was one of a number suggested by the Hong Kong Government as an alternative title for the third category of citizenship. The technical reasons for preferring the term Citizen of the British Dependent Territories have been explained to the Hong Kong Government. No other representations have been received in support of the proposal described by the honourable Member.
2. I prefer reference to the Hong Kong Government without a date, since if there are any other representations that we have missed, they would be covered. The third sentence is included so that the part of the question dealing with the replies is covered.
