But we are certainly coming in taking the long
term view and we do recognise that it is not
easy to turn the company around from a loss situation
into a profit situation. We certainly hope
this will take less than 3 years, and we would hope no more than 1 year but we do recognise there has to be some flexibility there.
The other side of taking the long term view is that the licence expires at the end of 1988 and if you want to apply for a new licence much
will depend on what you have done in that 8 years.

In fact I think the long term view of the consortium is illustrated by the fact that you have been asking a number of times as to the fact that
involves the renewal of the licences and each
member of the consortium is very clear in his mind that they are looking forward to a renewal and they are certainly in it for the 8 year period and they are there indefinitely.

Another thing related to this we discussed with Sir Ian earlier this morning. Ideally as a government, like any government, we would prefer to see control, majority control of any media outlet, in local hands. Sir Ian pointed out, rightly, that we are probably one of the few governments in the world that have already permitted and are now seriously considering
