JeLicences to establish and operate a television broadcasting service were granted to Television Broadcasts Limited (TVB) and Rediffusion Television Limited (RTV), under section 8(2) of the Television Ordinance (Chapter 52) with effect from 1st December, 1973. The licences are valid for a period of 15 years. However, under section 9(1)(b) of the Ordinance and Clause 4 (2) of the licences, the companies' licences to braodcast are, within that period of validity, subject to renewal by the Governor in Council on 31st December 1980.

Section 13(1) of the Television Ordinance requires that not less than 12 months before the date of renewal of a licence, the Television Advisory Board shall submit recommendations to the Governor in Council concerning the renewal of the licence, and the terms and condi- tions subject to which it may be renewed. Section 13 (2)provides that the Governor in Council, having considered the Board's recommendations may :

renew a licence subject to such terms and conditions as he may specify; or

renew a licence by means of granting a new licence hemmin substitution therefor, and in doing so, may: niste (1) impose such terms and conditions as

direct that the period of validity of the new licence shall date from the date on which the existing licence was granted.

Following a detailed review of the programme performance of the licensees, and examination of the legislative and administrative means by which television is at present controlled, the Television Advisory Board, in accordance with section 13(1) of the Ordinance, has submitted its report and recommendations on the renewal of the licences held by TVB and RTV. A copy of the report is annexed.
