Many thanks for your letter of 16th June. I enjoyed meeting you and hope that our talk clarified what the Hong Kong Government could and could not do.
We have noted your interest in both Che Ha and Tsang Tsui as suitable sites, together with your preference for Che Ha. That ends the technical side of the matter so far as we are concerned.

The grant of lease of either of these sites would depend upon a decision by the Executive Council. It would only consider such a lease and its terms on the basis of a request by the FCO and assurances that funds for constructing the station would be available (all grants of land carry a development clause otherwise land would be wasted). The ball is therefore now in the FCO court.
I very much sympathise with your enthusiasm to get moving on this project, but it lies outside the competence of this Government and is dependent on political and financial decisions resting with the FCO - or that is how I see it.
So as to prevent wires getting crossed, I have taken the liberty of sending a copy of your letter and my reply to the Hong Kong Department of the FCO.
