You will have seen FCO telegram 560 about the possibility of the BBC establishing a relay station in Hong Kong.

As I see it, the position now is that no further action is required of us unless and until the FCO informs us that the funds for building a relay station are, or will be, available, and requests us to grant a lease of one of the two sites identified by the BBC technicians as suitable (i.e. Tsang Tsui or Che Ha). If the FCO feel there is a case for the land being granted at a special or nil premium then presumably it will be set out at the time.

All this seems quite straightforward, and meanwhile my main concern is that this Government should not be used by the BBC in its dealings with the FCO. This appears to me to be entirely an FCO decision based on the requirements of HMG's policies towards China, though I have every sympathy with the BBC 's enthusiasm and wish to gain support from any quarter for expansion of their services.

The FCO telegram referred to crossed with a letter from George Howard and I enclose a copy of it and my reply.
