1. Mr Ridley said that he wished to inform Mr Muggeridge about a
number of firm decisions concerning future financial arrangements
for the BBC External Services which had been agreed with his
Ministerial colleagues. These would be put before the House of
Commons on Thursday 25 June. The decisions should be regarded
as confidential until then; he would be informing the officers
of the Parliamentary Media Committee in confidence before the
announcement.
2. The Government had given authority in principle for the whole
capital programme in the table which had been agreed between FCO
and BBC officials. A start could now be made on all of the
projects in the table.
Although the Hong Kong and Seychelles relay
stations were not due to start until after the end of the current
PESC period, the Government intended to go ahead with them. It
