On 24th July 1979, after considering memorandum XCC(79)76, the Council advised and the Governor ordered that the licence at Annex B to that memorandum should be granted to Hong Kong Commercial Broad- casting Company Limited (Commercial Radio) with effect from 25th August 1979. A copy of the preamble to the licence, which is relevant to this memorandum, is attached at Annex A.

Earlier, on 10th July 1979, after consideration of memorandum XCC(79)72 on The Development of FM Sound Broadcasting Services in Hong Kong, the Council advised and the Governor ordered inter alia that:

"An interim VHF/FM Transmission Plan should be introduced to provide for up to four territory-wide services (which would incorporate the facility for Commercial Radio to introduce VHF/FM services of limited coverage) to duplicate in FM existing MF services and to enlarge the service area of existing VHF/FM broadcasts.

Paragraph 12 of that memorandum stated that:

"In the event that Commercial Radio did not wish to utilise a full territory-wide service, a more limited service to duplicate its MF broadcasts in areas of particularly poor reception would be acceptable within the context of the interim plan. The company is known to be keen to provide a better standard of reception in North Point, Happy Valley and Shatin.

Work on the implementation of the FM Transmission Plan has been progressing, and it is the intention to put a further submission on the subject of Members in due course. Commercial Radio has indicated its desire in principle to participate in this Plan, but in the meantime, it has put forward modest proposals for a temporary scheme to provide for the duplication in FM of existing MF broadcasts, as approved by the Governor in Council. It is their wish that these should be put on air as early as possible.
