Thank you for your letter of 8th July, about the proposed relay station in Hong Kong.
I note that you can "see no prospect" of the Hong Kong Government meeting the cost in full. This was not, as I told you, the impression I got from Philip Haddon-Cave, the Chief Secretary Designate.
The great advantage which would accrue from their meeting the cost in full, or financing the project in some other special way, would be that the expenditure would not fall within the limitations of the current PESC period, and that the project could be embarked upon earlier than would otherwise be the case; the earlier it can be operational, the greater the advantage.
