HRIE 294/1

RESTORATION OF THE OLD

SUPREME COURT BUILDING

On 26th September 1978, after considering memorandum XCC(78)76 (Annex A) Members advised and the Governor ordered.

(a) that the future use of the old Supreme Court Building

should be decided when professional advice is received as to the safety of the structure; and

(b)

that no public announcement be made at that stage.

The Council noted that advice on the safety of the building should be available not later than September 1980, and perhaps earlier if the final MTR excavation in the area caused no further damage to the building.

Works on the MTR line at Chater Station have now ceased and consultants have completed their report on the feasibility of rehabilitating the old Supreme Court (copies of the report will be available for perusal in the Clerk of Council's Office). Their conclusions can be summarised as follows:

(a)

(b)

(c)

that both the foundations and the superstructure of the building are basically sound. No remedial work is required to the former and all the existing structural damages and defects can be repaired to a serviceable condition;

that settlement due to the MTR works has ceased and is unlikely to recur again in the future;

that apart from structural reinstatement to the damaged areas, it is necessary to repair finishes, fittings and building services items which have suffered from the effects of cracking and rainwater penetration as well as from normal deterioration.

The Director of Building Development has accepted these conclusions and advises that the necessary restoration work can be carried out at an estimated cost of $9.3 million, made up as follows:
