On and September 1980, after considering memorandum XCC(80)106 (Annex A), the Council advised and the Governor ordered that:
(a) the annual growth rate of the universities during 1981-84
should be 4%;
B
(b) the whole post-secondary and technical education sector
should be reviewed; and
(c) pending the outcome of the review at (b), the UPGC should
assume for planning purposes that the universities should continue to expand at 4% annually in the 1984-87 triennium.
Following the decision at (b), the appointment of the Committee to Review Post-Secondary and Technical Education was announced on 18th November 1980. Members of the Committee were drawn from a wide range of interested bodies, including the two universities, the Polytechnic, the UPGC, industry and commerce, and relevant Government officials. Apart from the officials the members were appointed 'ad personam'.
Main features of the report

The Review Committee has now completed its work and its report is attached (Annex B). It comprises an introductory chapter, three main chapters in which the targets and recommendations are developed, a summary of recommendations (Chapter 5) and a postscript.

Chapter 1 describes how the work of the Committee has proceeded, notes the main recommendations of the 1978 White Paper on the development of senior secondary and tertiary education, records the progress made in implementing these recommendations, and explains the circumstances leading to the present review.

In Chapter 2 the Committee notes that its proposals for expansion of the tertiary sector were reached after examining the current evidence relating to
(i) students' aspirations for tertiary education;
