system and the expansion of tertiary places was 13 per cent of the
recurrent expenditure of that university. It is difficult to assess a
comparable target figure for the Polytechnic because of the marked
difference in fees set for full-time and part-time students and because
of the distorting effect that fees from evening students and expenditure
on part-time lecturers have on the calculations. Nevertheless, the
following figures illustrate the relative contributions from fees income
over the years:

Having regard also to the effects of inflation and rising costs
generally, and to a comparison with fees payable by Hong Kong students
to overseas universities, the government considers it reasonable that
local higher education fees should be increased. The UPGC was accordingly
asked to assume certain increased fee levels in its calculation of grants
for the 1981-84 triennium and to notify the three institutions of these
assumptions. After due consideration the institutions have elected to
charge the tuition fees shown in the following table :
