2.49 Teacher wastage The turnover rate in the teaching profession
at the primary and secondary levels is shown in the table below. The
rate is quite low for public-sector teachers but is very much higher
for those in the private sector. This could possibly be ascribed to
the lower salaries paid by private schools and the fact that most of
the public-sector teachers are qualified. While little can be done
in the short term to improve the qualifications of teachers recruited
by the private schools, the Department had taken steps to improve
their salaries. As previously mentioned, private schools were allowed
in 1980 to increase their fees by up to 3 per cent (over and above
their normal annual increase) solely for the purpose of increasing
their teachers' salaries.

Salaries Salaries of teachers in government and government-
