It is believed
that the measures contained in this chapter
will have a number of important consequences, including the following:
(a)
they will make it feasible to implement
the proposed new class sizes effectively
and avoid unfilled classes in individual
schools;
(b) they will assist in the control of repetition;
and
(c)
$
above all, by ending tests and examinations
for entering a primary school, kindergartens
will be able to take full advantage of the
other improvements set out in this White Paper
and concentrate on an educationally sound
curriculum.
