experience has shown that even a small increase in promotion prospects has a very definite effect on teacher morale and encourages harder work on the part of the teachers. At present, senior teachers are appointed to carry out specific duties, such as Discipline Master or Teacher in charge of extra- curricular activities; and this has led to the number of senior teachers being identical in all schools with from 24 to 36 classrooms. This means that, on average, the number of senior teachers to class teachers varies according to the size of the school. Another factor to be taken into consideration in the provision of senior teachers is the additional need for supervisory duties in' connection with the additional activities proposed in this chapter, especially remedial teaching. This will require continuous supervision to ensure that the right children are helped and that it does not disrupt ordinary teaching activities.

schools, to equalise promotion opportunities as far as possible;

(b) should be increased to allow for the additional

areas of responsibility created by the other proposals set out in this Green Paper.

Deputy Heads and their teaching periods

5.47

It is considered that in each session of six or more classes, one Senior Teacher should be appointed as Deputy Head. In bisessional schools with only 4 or 5 classes in each session only one Deputy Head should be appointed to assist the Head of the school. It is not proposed to create posts of Deputy Head for smaller schools. A Deputy Head would teach slightly fewer periods than other teachers, assist the Head with his work, act as Head when the Head is away from school and above all enable the Head to teach a few periods in order to get to know his pupils. The recommended number of teaching periods for Deputy Heads is about 22-24.

Duties of Heads of Schools

5.48

The role of a primary school Head is to promote education in the school and to ensure that the affairs of the school are conducted efficiently and effectively. Professionally, his responsibilities include curriculum development and planning, time-tabling, supervising and co-ordinating teaching and organising extra-curricular activities; administratively, they include the day-to-day management of the school and its staff, the handling of school funds and the keeping of proper accounts and pupil records, and liaison with parents.

The majority of primary schools are operated bisessionally. the present manning scales, a bisessional school with 24 classes or less has one Head, while a larger bisessional school has one Head for each session.
