In future the Government intends to require kindergartens to employ a substantial proportion of qualified kindergarten teachers and assistants, although consideration will be given to recognising teachers who have received other forms of kindergarten training as their equivalent. Based upon the training programmes described above it should be possible to ensure the standards of provision described below, although the capacity of the training programme may need to be raised once the actual response of kindergartens to the new requirements is known:

by September 1984, all kindergartens should be required to employ at least one qualified kindergarten teacher or assistant;

by September 1986, 45% of kindergarten staff must have been trained by attending a recog- nised kindergarten training course;

by September 1988, 60% of kindergarten staff must have been similarly trained;

(d) by September 1990, 75% of kindergarten staff

must have been similarly trained.

The actual proportion of 2-year course graduates to 12-week course graduates needs to be spceified and full details are shown in Appendix 5E. It is further- more considered essential that the head of the school should be one of those who attend the 2-year course unless he possesses a qualification at least equivalent, provided that the course of study leading to the qualification had a kindergarten training element in it.

These changes will inevitably lead to demands for increases in salaries from kindergarten staff which in turn may lead to increases in kindergarten fees.
