The total demand for places of children aged five is assumed to be 87% because enrolment statistics revealed that between 13%-15% of the children in this age group are already in primary school.

3.11

In practice, the demand for child care centre and kindergarten places is likely to be influenced by the following factors:

(a)

the control of Primary 1 entry (Chapter 6);

(b)

the effects of higher standards on the provision of kindergarten places;

(c)

the availability of child care centre provision;

(d)

the scheme of fee assistance for low-income families (Chapter 9).

Number of places required

The number of children aged 2-5 is expected to rise from 330,400 in September 1980 to 392,800 by September 1990. The medium population projection for children in the age group 2-5 is given in Appendix 3C.

3.13

In the light of the factors set out in this chapter which are likely to affect the demand for child care centre and kindergarten places, it has been estimated that the following places will be required between 1981-90:
