The Committee has noted that institutions continue to submit a number of minor projects as separate schemes för main capital programmes. It does not favour such an approach, and has decided to transfer minor projects (costing less than $500,000) to the recurrent block grant, and to increase at the same time the

minor works allocation to $3.75m for each of the two Universities

and to $5m for the Polytechnic for the triennium 1981-84. The Committee wishes to be consulted on items exceeding $100,000. present limit is $30,000.

Institutions' proposals omitted

29.

The

HKU's and CUHK's requests for more student hostels are omitted in view of Government's clear policy of not providing public funds for further student halls of residence. Also omitted from the Committee's recommendations is Polytechnic's proposed Conference Complex, which has not been fully argued on grounds of either academic or student facilities needs.

Apart from the student hostels and the Polytechnic's conference complex, there are still a number of institutions' proposals which the Committee has not specifically commented on. They have been included in Appendix A to give an indication of a rough order of costs and phasing of expenditure of the institutions' requests, and to serve as a starting point for subsequent annual reviews under the new procedures.
