to 1986-Ɛ7, by when the student target would be 6,500. On the new planning target of 4% a population of 6,500 students would be reached in 1985-86. In considering HKU's proposals the Committee has had regard to the possibility of a second campus vis-a-vis the ultimate size of the University, and more importantly to the expensive site formation costs and the inordinate project lead time associated with any major development at HKU. The Committee recommends that the University should start planning now to achieve a 4% population growth by 1986-87. Accordingly Phase II has been enlarged to produce 10,000 m2 net. This should enable the University to have sufficient space for 7,200 students by 1987-88. 2 The estimated cost of a 10,000 m2 Phase II is $126.7m. This would almost certainly be the last major building possible on the Bonham Road site.

The CUHK's proposals include one academic building of 1,650 m2 at a cost of $5.94m to provide additional general teaching space and special subject facilities for the Faculties of Arts, Business Administration, and Social Science up to 1986-87. CUHK's
2 case for 1,650 m'
m2
was first made out in February 1979 when it was forecast that the student number of the three Faculties would be 3,160 in 1980-81, rising to 3,380 by 1985-86 assuming 3% growth. In the event the number of students was already 3,224 in 1979-80, is planned to reach 3,517 in 1983-84, and could increase to 3,960
by 1986-87 at 4% growth which would justify an extra 4,370 m2 2
based on U.K. planning norms. Taking into account other additional demands for space due to the 4% expansion, but having regard to a degree of under-utilisation of space in certain areas, the Committee supports this proposal and considers that a start should be made in 1981-82 for completion in 1984-85. A further extension to the Science Centre is supported in principle, but for completion in 1985-86.
