General planning considerations

15.

In drawing up its recommendations the Committee has taken account of the following factors:

(i)

the Governor-in-Council's decision on 2 September 1980 that the student targets for the Universities should be based on 4% annual growth for 1981-84, and that planning for 1984-87 should assume the same growth rate pending a review of post-secondary and technical educations;

the current backlog of building programmes;

the acceptable level of capital expenditure on new

projects indicated by Government during the March 1980 visit;

the fact that planning of capital programmes has changed from a triennial to an annual basis, which

enables the Committee to review and monitor building

programmes more closely.

At 4% annual growth the University require 12,900 m (in addition to the space available from Phases IA and IB) to

meet the assumed student target of 6,900 by 1986-87. The

Estates Workshop Building extension in 1981-82, the Composite Building car park conversion, and the expansion of the library into the Students' Union Building in 1984-85, together with the retention of Redmond Building which will not now require to be demolished consequent on widening of Pokfulam Road, will give 4,500 m2. This still leaves a shortfall of 8,400 m2
