(b) Since the 1972 landslide disasters Government and
public consciousness has greatly increased about the extent to which much of Hong Kong is on land which in geotechnical/cost terms is marginal. This has had its initial impact on HKU developments. The consequence is the placing of far greater emphasis on the need for better site investigation, and a
more careful analysis of costs at an early stage.
Capital planning and procedures have therefore been re-examined ab initio. It has now been agreed with the institutions and with Government that for capital programmes :
(a) the overall position will be formally considered.
every year in the September meeting of the UPGC;
(b) the institutions will be required every year to
look as far ahead as they sensibly can for their building projects, indicating those which require early implementation, and those for which no more than early warning is given; pa
(c) costings will be sub-divided into
site investigation costs
(i)
(ii)
area development costs
{
(iii) site development costs
(iv)
building costs on an ideal site;
(a) formal recommendations by the UPGC to Government
(e)
requesting approval will be taken in two basic steps : (i) approval in principle, with the voting of
funds for an adequate site investigation;
and
(ii)
after site investigation, formal approval overall and the voting of funds for the total project;
the UPGC will in September every year also formally report to Government its estimate of capital cash requirements for the forthcoming Government financial
year.
