of higher education in Hong Kong as identified by CNAA in the process of its work or, more significantly, as drawn to its attention by UPGC itself, or by the Polytechnic and, confirmed as valid by the UPGC Secretariat.
(c) The overall requirements of the H.K. Government as laid down in its White
Paper "The Development of Senior Secondary and Tertiary Education October 1978".
Validation of the Institutional Framework

The UPGC has noted that CNAA validation is a two stage procedure and agrees that, alongside the validation of the courses, there should be a wider validation of the H.K. Polytechnic as an environment in which degree programmes may properly be conducted. In advising on such an institutional validation, CNAA shall have regard to the existence of a proper structure for academic decision making, the ability of the Poly- technic to match aspirations to resources in developing its degree programmes. It would also expect to satisfy itself that the Polytechnic can offer a satisfactory environment for students studying at degree level.
Pertinent Criteria
The advice of the validating advisory team shall have regard to the factors set out in para. 7 above, as demonstrated case by case by an evaluation of -
