On the assumption that CNAA will validate up to six courses in 1981-82 (probably in November 1981), and assuming that at least two courses can be validated concurrently, the CNAA on-cost in 1981-82 based on a single visit cost of £5,000 will be £25,000, or HK$300,000 at $12.00.

You will also note that paragraph 20 of the draft agreement has been amended to reflect the new arrangements on the Hong Kong-London air route.

I am now seeking in conjunction with our forthcoming grant recommendations for the 1981-84 triennium your approval of the agreement with CNAA and of the associated costs.

The arrangements with CNAA only deal specifically with the courses to start in the 1981-84 triennium. It is clear that additional courses will from time to time be submitted for approval. While we are currently considering proposals for degree courses in conjunction with the 1981-84 triennial estimates, we recognise that the introduction of justified and approved courses at later dates should not be tied to a triennial cycle. Otherwise new courses could only start towards the end of a triennium. The committee does not want to commit itself too early to a rigid planning framework, but would prefer to develop a flexible set of procedures with the CNAA to allow new bids for validation to be considered separately from the triennial assessment of grants. The financial assumption would be that proposals for new courses being considered outside the context of the triennial grants would have to be funded from within the approved block grants. Only in exceptional cases would bids for supplementary grants be contem- plated by the UPGC. One such exception might be in response to a specific request from Government to introduce a new course.
