It is important to note that CNAA is advisory to the UPGC. It would be possible (though exceptional) for the UPGC, because of local Hong Kong circumstances, to authorise the start of a degree course which did not quite meet all of CNAA's sugges- tions, or to impose conditions additional to those of CNAA.

I am now able to report that subject to para. 3 above our grant recommendations for the 1981-84 triennium will include funds for degree courses at the Polytechnic in Social Work, Building Services. Engineering, Computing Studies, and Applied Science and Mathematics, and recognise the possibility of two proposals in Engineering. Our recommendations assume that our agreement with the CNAA will now be finalised, and that the
necessary funds will be provided to the UPGC Secretariat to meet
the costs of validation.

As regards the agreement itself we have discussed several minor changes to the draft enclosed with my letter of 17 March 1980. These changes, which were suggested by CNAA to make it even clearer that the Conncil is acting in an advisory capacity to the UPGC, are fully endorsed by my Committee. A revised copy of the draft agreement is attached.

The revised agreement incorporates changes in the way in which CNAA costs are to be identified and met by the Hong Kong Government. The purpose is to meet the point, made strongly by the Council, that CNAA funds, which consist almost entirely of fee income from UK institutions, should not be used for any purpose outside the UK. The Council also felt that the agreement should include a method whereby costs can be kept up-to-date.

Accordingly we have revised paragraph 21 of the agreement to provide a readily identifiable basis for costing, which we hope will be acceptable to the Government. Our Secretariat will be using this basis for the calculation of the provision being sought in the 1981-82 draft estimates.
