Subsequently the Director has informed the Committee that some of the original four proposals, for staffing and other reasons, may not be ready for early submission; and the Committee is perfectly willing to consider other proposals in their stead.

In all of this the Committee's main concerns have

been to ensure that proposals which go forward to CNAA have a high chance of approval (since it will not be to the advantage of the Polytechnic to have proposals rejected); that the rate of build up of degree courses does not impose too great a strain either upon the Polytechnic as a whole or its individual depart- ments; and that the courses which go forward, taken in conjunction with those at the universities, form a balanced offering which will best serve the interests of the young people and the economy of

Hong Kong.

Since these do not seem to be very clearly understood, even within the Polytechnic, it may be as well to spell out the roles of each of the agencies engaged in a successful degree proposal: (1) the Polytechnic makes a proposal, including both detailed academic argument and the market demand for the product, to the UPGC; (ii) the UPGC, having regard to its total educational responsibilities and to Hong Kong's needs, agrees that the Poly- technic should make a formal proposal to CNAA; (iii) CNAA, acting as the UPGC's agent and paid by the UPGC, submits a report to the Committee (under all normal circumstances this report would be passed on immediately to the Polytechnic); (iv) the UPGC asks the Polytechnic whether it can meet any CNAA suggestions, considers. the overall financial implications and subject to non-disallowance by the Governor-in-Council and to the availability of funds, authorises the course to start; (v) the degree is awarded by the Polytechnic, and CNAA has no further role apart from revalidation.
