Recommendations
63.
In making these recommendations the Committee has
(a) assumed a steady growth in subvention over the
triennium apart from equipment and minor works, which have been calculated separately.
(b) included provision for library books in existing libraries; for furniture, maintenance, and minor
alterations, in existing buildings, and for teaching equipment in existing and new buildings, the latter formerly being met from capital grants. It has included a grant for minor works, also
formerly met from .capital grants.
(c) included the costs of salary and wage revisions announced in mid-1980 and consequential adjust- ments to housing entitlements.
(d) included an element of inflation at 14% on costs
other than salaries and wages to ensure that the grant levels are as nearly as possible at mid 1981 price levels. For equipment a rate of 16% has been used, to allow for inflation and sophistication.

(e) excluded any element for rising costs after July 1981, and any element for salary or wage increases which may be agreed after 1980.
(f) excluded rates.
(g) excluded earmarked grants for medical and dental
schools (para. 49).
