Research
The Committee has acknowledged that there is a need to stimulate research activities within the universities and to a lesser extent within the Polytechnic Research is seen as fulfilling an important role, on the one hand by enriching and enlivening teaching, and on the other by developing** knowledge and expertise which is of benefit to the community.

The Committee therefore has welcomed the intention, disclosed in the estimates for each institution, to devote increased resources to the stimulation and support of research activity. It is appropriate that the universities should seek in their research activities to emphasize scholarship and the pursuit of knowledge without necessarily having regard to the application of the results of research, whereas the Polytechnic sees its efforts being primarily directed to project oriented research. In each case the Committee would see the resources made available from within the triennial block grant as being used to provide a base level of support, and has urged each of the institutions to ensure that their internal procedures allocate resources so that they are not spread too thinly but rather concentrated on the more promising areas.
Beyond the base level of support provided from within the triennial block grant, the Committee sees it as entirely appropriate that each institution should seek to attract outside financial support for research. In this regard the Committee places importance on the enquiry to be undertaken by the Consultant who will advise Government on the best means of implementing Recommendation 47 in the Report of the Advisory Committee on Diversification, and in particular the recommenda- tions to be made on procedures whereby relevant resources in the Universities, Polytechnic, and other bodies could be mobilished, co-ordinated, and utilised effectively for selected research projects.
