With regard to the Polytechnic the Committee was aware of the difficulty of expressing unit costs for departments as a single figure, because of the wide difference in costs by level and mode of attendance. At the same time the Committee feels strongly that students attending courses in their own time in the evening need all the help they can get, and is concerned at the low level of expenditure on evening teaching. It has there- fore allowed in the total grant recommendations for a considerable enhancement of expenditure in this area. The Committee proposes to advise the Polytechnic of this level of expenditure, which is, at 1979 prices, $21.24m for the academic year 1983-84.

Salary and wage costs are included in the unit costs at the levels in force on 1 April 1980, although the total grants have been adjusted to reflect the 1980 salary revisions. The recommended grants also assume that non-salary costs (excluding academic equipment) will increase at 14% per annum from mid 1979. to mid 1981, the start of the new triennium.

The Committee has decided to change its mode of dis- tribution of monies for equipment. With the increasingly rapid
rate of obsolescence of much teaching and research equipment it
is no longer appropriate to associate equipment provision with
new building projects, except perhaps in the case of a very major and completely new development such as a medical school.

In general each institution will in future receive an annual equipment grant related to the numbers and subject mix of its students. It will be for the institution itself to plan the distribution of this grant bearing in mind expected future develop- ments, and no further equipment monies will be provided for new ventures (except perhaps those of a very major kind).
