unit costs (about $45,000 p.a. per student) are now twice those of the average of all departments in HKU, but are likely to be difficult to reduce until the relationship between teaching and clinical requirements in teaching hospitals is clarified. Medical costs at CUHK and dental costs at HKU are expected to run at equally high levels, which seems inevitable.

The Polytechnic is now the largest and most expensive institution of higher education in Hong Kong, but is, we consider, providing benefits to Hong Kong commensurate with this expendi- ture and with our expectations. It remains important that the Polytechnic does not lose sight of its specific obligations to Hong Kong in meeting its needs for higher diploma and diploma level manpower.

At the Polytechnic unit costs are difficult to compare with those of the two universities owing to the much wider variety of levels of course and modes of attendance adopted. Now that all three institutions are fully operational we are, however, endeavouring to ensure that our future cost analysis. techniques enable us to make such comparisons with a reasonable degree of validity.

Taken overall the conclusion we reach as a Committee
is that in the current triennium the universities and Polytechnic have been adequately financed, and have indeed been spared many of the financial hardships of their counterparts overseas. They can count themselves as fortunate by world standards. Equally they have, within the framework of guidance given to them, managed their financial affairs generally in a prudent and effective
manner.
